The original reads:
The current plan is to maintain a minimum plus 2 Orlan capability.
(An "Orlan" is a type of spacesuit.)
Translation:
The current plan is to maintain the ability to perform up to 2 additional EVAs using Orlan spacesuits.
I would even have not minded "...up to 2 contingency EVAs...," but that's just me.
The only way to find this kind of stuff out is to ask a lot of questions.
