Basically, it provides a fast way to see if (and how) a given term appears in the entries of a translation memory database. This helps with consistency of translation and helps uncover matching bits of sentences that fall below the TM's detection threshold.
Physically, one highlights text in the file to be translated and hits a toolbar icon. If the words highlighted appear in any database entries, you get to see them.
