Section work places... shall have a first-aid kit equipped with a 3% boric acid solution and a weak vinegar solution for neutralizing alkalis and a 3% solution of drinking water for neutralizing acids in case such substances come into contact with a worker's skin.

I'm very curious... what do they dissolve the drinking water in to get that 3% solution?
